Council

1. That, report PD-136-2021, dated December 13, 2021, regarding the “Year 1 Review of the Township of West Lincoln’s Plan to Mitigate Environmental Impacts,” be received for information purposes.

That, Township Council waive the provisions of Section 6.5 (Scheduled Appointments and/or Presentations), specifically section (c) in order to permit Ms. Ryall and Ms. Brens appointment/presentation relating to Vision Zero to extend beyond the ten-minute maximum time limit.

(1) That, report PW-23-2021 regarding “Vision Zero Program – Amending Agreement to the Niagara Region Courts Inter- Municipal Agreement” dated December 13, 2021, be received; and, (2) That, the Amending Agreement to the Niagara Region Courts Inter- Municipal Agreement as attached as Appendix A, be approved for purposes of advancing the Vision Zero Program; and, Page 6 COUNCIL MINUTES - December 13, 2021 (3) That, a by-law be passed authorizing the Mayor and Clerk to execute the Amending Agreement to the Niagara Region Courts Inter- Municipal Agreement.

That, the minutes of the November 22, 2021 regular Council meeting be accepted.

That, the minutes of the public meeting held on December 6, 2021 under Section 34 of the Planning Act, with respect to: a. Zoning By-law Amendment - Paul & Lorraine Cronkwright - 2458 Smithville Road - File No. 1601-015-21 be accepted.

1. That, the minutes of the open session portion of the December 6, 2021 Planning/Building/Environmental Committee meeting, be accepted, and the recommendations contained therein, be approved; and, 2. That, the confidential minutes relating to the closed session portion of the December 6, 2021 Planning/Building/Environmental Committee meeting be accepted; and that the minutes remain confidential and restricted from public disclosure in accordance with Section 239 of the Municipal Act.

1. That Report CAO-04-2021 - West Lincoln Corporate Strategic Plan 2021 Year-end Status Update dated December 13, 2021, be received for information.

That, leave be granted to introduce By-laws # 2021-108, 2021-109, 2021-110 and 2021-111 and that the same shall be considered to have been read a first, second, and third time with one reading, and are hereby adopted; and, That, the Mayor and Clerk be and are hereby authorized to sign and affix the Corporate Seal thereto, any rule of this Council to the contrary notwithstanding.
